Is Whm's Tetragrammaton Potency Bugged In Eureka?

I realized that in only Eureka area's, tetra does less than half the potency it should
Both Cure II and Tetragrammaton have a cure potency of 700 but heal at drastically different integers, refer to the images below

This actually results in a cure potency less than even Cure I which has a heal potency of 450
