I did some research and it looks like a few years ago, it was possible to still create a new character on congested worlds. It was rare, but after refreshing the world list at 4-5am, it seemed like sometimes it was possible to get in. And certainly after a maintenance patch, if you were quick, you could get a new character made.
However, the wording in game makes it seem like its hardlocked.
I've asked around on some servers I'm in, and other forums and no one can give me a straight answer. Is it, in fact, completely impossible to create a new character as of today, even if a whole group of people logged out of the world en masse, or, is it still possible if you're very lucky and refresh the world list at the right time after someone logs out?
