For starters, this is useful as a reference to take note of Radovan's history. He was originally a prisoner in one of Garlemard's maximum security prisons for speaking up against Project Meteor tests being conducted in Bozja Citadel. Eventually he managed to escape the maximum security prison with Sophie. This is important
So I got to the level 70 Quest for GNB and during the cutscene, Vitus quo Messalla says; "Prisoner 1441, if I am not mistaken. First, you refuse my kind offer, then you have the audacity to escape." Now being the history geek I am, I thought "Why does Prisoner 1441 sounds so familiar to me." So I googled as anyone does these days.
So in 1962, there was an infamous prison break from Alcatraz by three inmates. One of whom, Frank Morris, was given the inmate number AZ1441. Aside from the digging link which in Radovan's case wasn't even how he escaped, this is where the links end. In Morris' case, he presumably drowned in the San Francisco Bay (although that's still not confirmed to this day) and was also guilty of his crimes while Radovan is more a protester than a criminal.
Thought this was a fun thing to mention
Tl;dr Radovan's prisoner number is likely a reference to the prisoner number of a man who infamously broke out of Alcatraz.
