1 way to temp fix the housing problem?
Kill the grandfather clause that allows FC's and Players to maintain multiple properties on 1 account.
When you have multiple FC's on several data centers practically maintain an entire ward doesn't help at all towards the housing problem. It still doesnt assist with the massive increase in population to housing ratio but it's a start.
