Steps:
1. Open any recipe that requires more than 1 Highland Wheat Flour. (Liver-cheese Sandwich, Sohm Al Tart, etc.)
2. Open Recipe Tree for that recipe
3. Observe required amount of Highland Wheat Flour
As far as I can tell, all other recipes multiply the needed quantity for all items. For example, if you need 2 Iron Rings, you'll need 2 iron ingots, which requires FOUR iron ore. The recipe tree will show 2, 2, 4.
But for Highland Wheat, the amount always says 5. you need 5 to make 1 Highland Wheat Flour, so if you need 2 flour, it should say 10 wheat. If you need 3 flour, it should say 15 wheat. But it always says 5, for all recipe trees.
