Steps:
1. Enter the instance and begin the encounter as normal, either defeating all of the moogles to force the second phase of the fight to start, or simply allowing around three minutes to pass, at which point the second phase will begin even if there are moogles still alive.
2. Good King Moggle Mog XII appears and casts Memento Moogle.
3. The Memento Moogle will hit the entire party for nearly 4K damage unmitigated, which is way, WAY too high, as non-tanks who are entering the instance at the minimum item level have less then 3K HP and are likely to die at full HP even if the move is heavily mitigated using shields and Addle/Reprisal.
What is supposed to happen is that you are given a limited amount of time to defeat all of the moogles before they stop attacking and summon Good King Moggle Mog XII, then after he casts Memento Moogle, you receive damage based on how many moogles were still alive when he was summoned, receiving the least damage if all of them were KO'd.
However, as things currently are, defeating the moogles is not properly reducing the damage from Memento Moogle as it is supposed to and instead you get hit for the maximum possible amount of damage regardless of how many moogles were defeated.
The mechanic is working properly in the second phase of the fight, as the second Memento Moogle the king casts upon reaching 50% HP will hit for around only 800 damage if all of the moogles were defeated.
