Game using 70% of GPU

I have been experiencing lag spikes frequently every few minutes for the past 3 days. For a second, the screen will freeze and return to the game as normal, repeating that cycle over and over.

Specs:
-CPU: Ryzen 5 5600
-GPU: Radeon RX 6700 XT 12GB VRAM
-Service Provider: Spectrum
-Server: Brynhildr, Crystal DC

What I have done to attempt to fix the lag spike:
-Limited frame rate to 60 FPS
-Dropped resolution to default
-Used Standard graphics settings
-Ran game as administrator
-Ensured that steam and ffxiv are on the same drive
-Turned off discord and steam overlays
-Restore the game files to check for corrupted files

I don't believe it's a wifi issue as neither my upload nor download speeds have changed (upload speed as of writing this: 22.81mbps). When I checked task manager, I noticed it was reporting a 70% utilization rate on my GPU where it didn't before, caused pretty much single-handedly by ffxiv. I only experience this utilization on more modern games and no other game has had this lag issue for me.

Any other fixes would be appreciated. If any more information is needed, please let me know
