This is a very recent issue for me, but doing research, it appears this issue has long existed since Endwalker and no clear fix has been found.
I recently went from a 2060 to a 7800 XT as of last month. All drivers were removed from the 2060 via DDU and I have installed, uninstalled, and reinstalled the AMD drivers repeatedly. I removed Adrenaline as that also could cause issues. I've messed with setting in my PC as well that could cause stuttering.
I thought I finally had found a fix but last night I noticed massive stuttering in Jueno. I swapped to Full Screen and it was all gone. Windowed also has 0 issues. It is just borderless windowed which I prefer much more over the other options as I am on a dual monitor setup.
As for what I did to do the fix, I set my FPS Limit to None as all other limits cause the stuttering, I set the Resolution to my native refresh of 144hz, and I turned off a few options that would render the game inactive. It began to run as if it did before but I noticed the issues coming up again.
My specs are:
Motherboard: B450M DS3H WIFI
CPU: AMD Ryzen 5600X
GPU: AMD 7800 XT
RAM: 32 GB
Monitor 1: 144hz
Monitor 2 (Not used for gaming): 120hz
I've been pulling my hair out trying to figure out what I could do to fix this and I'm at my wits end here.
