Frame Time/Stuttering issues

There have been a number of posts on the forums about this, but there's so many variations that I want to try and define my (and what I believe to be many others') issue:

Seemingly at random, the game completely stops moving, usually for less than a second, but sometimes more.

To be very clear, this is not network lag (where the game keeps moving but attacks don't go off).

This is not a regular or consistent stutter. It could not happen at all on a given day, or it could happen several times a night.

This is not slowing down, like in a large hunt train or in a busy city.

This is the game completely freezing, often for so little time that it feels like a stutter.

When this happens, I've sometimes noticed my GPU usage in the Task Manager dropping.

I've seen this on a completely fresh install of Windows 11 with no other software than FFXIV installed. I've tried other common remedies like disabling the root association device and turning off windowed game optimizations. I have no controller plugged in nor have I ever used iCue.

My system is a 7800X3D with a 3080Ti and 32GB of DDR5. My motherboard is a Gigabyte X670 Aorus Elite AX. My main Windows Drive is a Samsung 980 Pro. I also have a WD Black PCIe 4.0 SSD for games. I've run the system completely at stock speeds with a freshly reset and updated BIOS but still seen the issue. I've tried having the game on both the main drive and the other drive, but seen the issue either way.

My sense from reading the reports of others is that AMD users tend to be more affected, but that may just be that a lot of new systems are built with AMD these days and not actually be causal.

My monitor is a 175Hz ultrawide (yes, the AW3423DW). I've tried Gsync on and off, in-game frame limit on and off, fullscreen and borderless window.

If you have this very specific issue, I'd like to hear about your hardware setup. Especially if you had it and found a fix somehow.
