1. Equip the new Summer's Flame Top to a female miqote character.
(I'm not sure if this is an issue on other races.)
2. Cycle to the standing pose that's relaxed with arms at the side.
(The clipping doesn't happen with other poses from what I've seen.)
3. Enjoy? the clipping.
