I have seen very similar (and often even smaller) changes to characters in 7.0 be in the "accepted bugs" portion of this forum, therefore I presume this must be a bug too!
Since 7.0 much of the face of Keeper of the Moon face 1 has been titled and shifted in a way that is so significant that I do not think it can be deliberate. The eyes have also completely changed shape and position to a very significant degree, which I can not imagine as deliberate, because the change is so profound.
Here is a GIF of my character's face as a whole. 6.58 is the one where the clock in the bottom right corner is greyed out, 7.0 is where the clock is not greyed out.
