The reason for a request for these two features is due to duty finder. Quite often you want to queue as one job (say 100 DPS for Expert) but want to switch jobs and complete other quests while waiting for the queue to pop. Frequently you may end up with a prompt about you not being the correct job and unable to accept if you are in a cutscene. Now this cutscene may be one that you haven't seen before and want to, cannot be skipped, or even skipping just puts you into another cutscene you didn't know about after skipping the first.
The purpose for this is to be able to commence a roulette if you're currently not the right job and restart portion of the quest/etc. that triggers the cutscene(s) instead of having to skip, go forward with whatever questline until its complete then have to review it in the inn.
Both having an exit cutscene (not skip) and job auto switch are useful in their own right and this feedback is only from the perspective of wanting to watch a cutscene in its entirety without having to worry about if your queue is going to become available while you're watching something you might not know was about to start, don't know how long it will take, if it leads to another cutscene, etc. (as again this is the first time you're seeing it and wanting to).
