The last time new housing wards were available, it was limited to FCs at first and everything was fine. On all but the most populated servers plots remained available for individuals when it's their turn. Now, however, it seems that FCs need to compete with private individuals for housing. Not only is this unjust as it rewards rich individual players with huge amounts of gil and punish FCs with mostly casual players trying to amass their gil together to purchase a house together, we also cannot forget that individual housing are intentionally limited.
They cannot use airships or submersibles because SE decided that there needs to be a penalty to individual housing to disincentivize private players from purchasing them and nudge them towards grouping together in free company housing to enjoy the social aspect of the game. Private housing is anti-social, while free company housing is social. This is one reason why we should be prioritizing free company housing before personal housing.
Furthermore, allowing private housing to go first means it disproportionately rewards private crafters and/or gatherers who have the means to make the most gil, which is unfair to players who are more casual. It might not seem apparent why this is the case at first, but consider this scenario: a medium housing plot goes for sale at 17.5M gil, which is a huge sum of gil for all but the most dedicated of players. A private crafter or gatherer can easily afford that gil, and veteran players who have played this game for years can easily afford that even without crafting/gathering. But to casual players who play this game for a few hours per week, that amount of gil is an extreme cost. Now, an FC with 10 casual players can afford that cost by paying 1.75M gil each, which is more on the affordable side that even most casual players can afford. So if SE allows private individuals to purchase housing at the same time as FCs, that means more casual players who may not have that much gil are disadvantaged while players who are already very rich are advantaged.
Finally, most private individuals already belong to an FC. They already enjoy the content that FC housing brings: such as gardening, airships, and decoration. Allowing them to get another house just for themselves is unfair to FCs who do not have a house yet.
I hope SE will seriously reconsider this decision.
