Digital Camera Help

Ok, I'm looking to buy a digital camera but basically dont know shit. I do know what I want and thats a camera that has decent stills and a decent video option.

I did go onto cnet and find this camera:

Canon Powershot S2 IS

Theres also a S3 IS, but idk about spending 100 more dollars on a new color and a little more features

My Question is are there any better cameras out there? My limit in terms of funds would have to stop before 400 dollars.

They both have probably the most important feature you want, optical image stabilization. You can't go wrong with either, but for the sake of being frugal, the S2 is probably the better deal, all you're really sacrificing is a larger CCD. 5M pixels is a huge image though, so you should be fine.

I personally use the Samsung SGH-A950 Camera Phone. it is 1.3 megapixel and has cool picture effects that gives you plenty of options to chose from!!?!?ctrl+1!!1
