Cure 3 does not heal an ally if they are not in your party, even when you target them. The AoE part can stay party exclusive. It is just very unintuitive to target someone and cast a targeting heal spell and the target does not get healed. Please make the heal always apply to the target, even when they are not in a party with you.
With the chaotic alliances raid this is the first time this somewhat matters. Maybe there are more abilities like this and they could use the same change.
