Craftsman's Coverall Bottoms Used Twice in Different Glamour Set

When I'm organizing items in my glamour dresser into outfits, I found that "Craftsman's Coverall Bottoms" is used in two different outfit sets.
Set 1:
Craftsman's Singlet
Craftsman's Coverall Bottoms

Set2:
Craftsman's Coverall Top
Craftsman's Coverall Bottoms

I wonder if these two sets can be combined into one? Or take out the Craftsman's Coverall Bottoms from one of the set? Thank you.
