I know this topic is regularly discussed but I want to suggest something slightly different.
Usual idea is to lift all restrictions, but I think that the fact that some people don't want to see tanks in white robes or healers in full plate armor is understandable.
So I suggest giving some jobs access to gear of some other jobs, depending on what type of gear they wear.
This table shows current gear distribution:
Looking at this table, I suggest that following jobs can fully access these sets:
- Tanks - can access maiming and striking gear,
- Drg - can access fending and striking gear,
- Mnk, Sam - can access maiming, scouting, aiming gear,
- Nin - can access striking and aiming gear,
- Phys ranged - can access scouting and striking gear,
- Healers - can access casting, aiming, scouting, striking gear,
- Casters - can access healing, aiming, scouting, striking gear
It can be discussed and adjusted (for example casters would move from the least to the most variety), but general idea is to give as much variety as possible, without breaking "immersion", so people still won't see healers in full plate armor or tanks in white robes.
And now for the implementation - people often say that game code is limiting. Which might be true, if current distribution is coded deep in the game, it can't be just removed.
But it can be bypassed. Add lvl 1 glamour version of all items with lifted restrictions, once you obtain specific item, you can go to special vendor to exchange normal item to glamour version.
Of course job specific gear (Drachen set for example) will still be locked for specific job. Weapons still will be locked, no one is asking for axes for ninja.

Before you ask why according to this list DoW can wear robes - robes below lvl 50 have no class restrictions. So actually if you really want you can be tank in white robes.
