Simple logic, with tomestone gear you can boost your average item level to specific amount then equip low ilvl weapon/other slots to barely pass needed mark. Is this a trolling? Is this poor number 23486956th bot leveling up job for someone and using w/e they have in inventory?
Who knows, but if a person does not want to interact with any way to get item at least of expansion where raid/dungeon was released in (free tomestone, marketboard, craft yourself), I do not wish to interact with or know about this person.
And also no, from what i know this won't affect PF in any capacity as average ilvl restriction only affects you if you queue savage via df, so you can enter your m3s with 708 ilvl to prog via pf
