Can't unlock savage - is it a bug or idiot user (me)

I have done all the normal raids, all the required quests ( I think), and all the main quest scenarios.
Went to Amh Araeng (X:26.7, Y:16.7) and nothing there available. And Lewry do not have the savage listed.
Maybe it's unlocked and not showing in the raid list?
I haven't tried to get into a party finder because it's not available in the list.
One thing did happen, I lost server connection a few times in worlds apart. I did complete it and got that music roll. I don't recall finishing the cutscene. I wonder if that has anything to do with this problem.
