Can't Access Gc Lieve Quests Above Lvl 25

[RSS News]

I joined Flames GC and I am level 35. I did level 20 and 25 GC Leve Quests at first quest giver I was pointed to. Internet told me I can find next quest giver for level 30 and 35 leves at Al Migdo (sp). But I can't find anyone there. Am I not high enough rank? Or is it something else?
