So while Soken was on, a question was asked on whether they could add voice acting to every cutscene.
Technically, yes they can. There are no tech limitations holding them back from doing so. But the problem comes the expansion cycle being 2 years. It would be impossible time wise. Because they need to do this for every language, not just JP or EN. Doing this will take tremendous amount of time/resources and planning. Meaning that the MSQ/Lore team has to finish their work much more quicker and they are already on edge with time, so cutting into that would be impossible.
And while they could just do it for other expansions, the question then is ''will this really attract new players?'' and the problem arises about why the latter content is not voiced.
So at the end of the day, they'd rather spend the resources on content.
