I've been trying to unlock the Sky Pirates quest chain and apparently the only prerequisite quests are to just do the Heavensward ending quest and it should be there. But I went to the area it shows me around Ok 'Zundu in Sea of clouds but he is not there. I know I havent done this quest because I do not have any heavensward raids unlocked. Any help is appreciated I'm stuck trying to find this because I'm wanting to do Void Ark and Dun Scaithe.
