It's just that in the UI, the two are counted as the same element.
In both Normal Mode and Simple Mode, they have space between them to keep room for the Repertoire effects. However, in the base state, there's a very unfortunate gap between the two gauges that makes my brain unhappy. I wish I could narrow them a little bit, or maybe just have the bars be horizontal from each other, but alas.
