Just set it up so you have to meet the requirements to unlock them in their respective zones first, then you can do them as roulettes!
A weekly/daily roulette for Baldesion Arsenal, Lacus Litore and Delubrum Reginae with tomestone and exp rewards for participating so that people actually do them often enough for new players to try them out would greatly solve the issue of them becoming dead content almost immediately after release. Treat them like MSQ roulette and give high exp/tomestone rewards as compared to other content roulettes so people have an incentive to keep them alive for newer players.
