Are The Expansions Really That Much Better That Arr?

I finally beat ARR today, after 83 hours of playtime. I keep hearing good things about the expansions, but I’m on the fence when it comes to buying them. I play FF games mainly for the story elements. My favourite game in the series is FF6, followed by FF13 (You heard me... DEAL with it). I really like those two because they both tell their stories really well, with lots of cutscenes, characters I really like, and good villains that frequently show up to cause problems. ARR was... not that. There were maybe a couple of characters that were a bit interesting, and the villain only really showed up during the tail end of the story. It did get pretty decent towards the end, but for the most part there was not much story to speak of. Are the expansions more like FF6, in that there is a persistent villain, memorable characters, and lots of well written cutscenes THROUGHOUT the story rather than just at the very end?
