Seriously... 1%? Don't try to tell me it adds up... No one in any normal content will every see an actual difference in their damage or their crits. The only people who will see a difference are the people who are running Savages and pouring over dps parses and scrutinizing them.
SE, make bards actual bards and provide reasonable buffs to their party. My interest in bard died entirely in ShB even though it was my main because you gutted absolutely anything support they had!! Then you add it back just for us to find out it is some of the most useless buffs on the planet. What a slap in the face.
