Are Alliance Raids Unlocked Linearly?

Hi everyone,

I saw a mention of this on an old post but after awhile of searching I'm unable to come up with anything.

Do I need to unlock and or complete the AAR crystal tower alliance raid before unlocking the HW alliance raids and so on?

Or can these be unlocked in any order?
