Just fill GP and give "cosmic cordials" when accepting a mission. Will instantly fix the cosmic exploration gatherer experience.
It's easy and fair considering that crafters also get all prerequisites when accepting a mission.

EDIT: And to fix people from cheating the system (free GP refill) just empty GP when leaving the area or use an own GP bar for the area. And dw, I know SE will realistically never do this.
