A Fairly Pedantic Problem With Garlemald As An Expansion

The community expects that Garlemald will be an expansion. Possibly even the next expansion. But something I just thought of was, does Garlemald have any working aetherytes? The ruling class is incapable of using them, and building and maintaining them would only help empower the races they're trying to subject. And they probably have enough railroads and airships that transportation isn't a problem for the citizenry.

I sincerely doubt that this would serve as an actual roadblock to a Garlemald expansion; it's the lorewriters' jobs to make stuff up, so they can just write a reason for there to be aetherytes. It's clear that the Empire hasn't actively neutralized the existing aetherytes on sight in the lands they've conquered (and any that they did could just be repaired during the story), so that's likely a lot of potential map with sufficient aetherytes. But regardless, the thought just came to me, and I felt compelled to share.
