Essentially - being able to activate ability skills 1-2s before/after they’ve come off of cooldown, and the recast is extended/shortened to match.
For instance - you use Earthly Star while it has 1.5s left on its cooldown. It activates as normal, but for this instance it’s cooldown timer is 61.5s instead of 60.
Or you need to delay Spineshatter Dive by 1s due to it coming up just before a Weaponskill. So its new recast for this instance is 59s, as you have already paid the 1s.
It won’t net you additional uses over a fight (except maybe at the very end), but it’s more about keeping cooldowns synchronised.
